The Global Child Thrive Act (GCTA) Implementation Guidance
The Implementation Guidance aims to support USAID Missions and Operating Units in understanding how they can operationalize the Global Child Thrive Act through planning, implementing, and monitoring and evaluating integrated and inclusive approaches to improve early childhood development. The guidance builds on the recommended approaches outlined in the U.S. government’s Advancing Protection and Care for Children in Adversity Strategy.

U.S. Government Strategy for International Assistance, 2019-2023
The Strategy builds on three evidence-based objectives that inform the U.S. Government’s policies and programs to benefit the world’s most-vulnerable children. They are interrelated, interdependent, and mutually reinforcing. Success with each creates a multiplier effect by contributing to a solid foundation to protect children and adolescents from a wide array of risks and supporting their development, care, and safety.

APCCA Implementation Plan
Following the launch of the Strategy, the Special Advisor will work with U.S. Government partners, including USAID field Missions, to develop an Implementation Plan that details how each different partner will contribute to the achievement of the Strategy’s Objectives. The Special Advisor will also led the development of a monitoring and evaluation plan to measure implementation progress.

U.S. Government Monitoring and Evaluation System for Advancing Protection and Care for Children in Adversity(APCCA) Programming
The USG framework for measurement and accountability for the APCCA Strategy (2019–2023) in response to the requirements set forth in P.L.109-95. This law requires that the Special Advisor measure the effectiveness of the APCCA Strategy by adopting a whole-of-Government system for monitoring and evaluation (M&E), and by publishing results in an Annual Report to Congress. The M&E system for the APCCA Strategy includes key indicators, data sources, and processes for monitoring and reporting.
